How do you place a background picture (full) on a document and then type over it? Or do you type your document first?

I tried typing my document then placing background picture. That didn't work. Then I could not get the background picture to cover the page.

In desperate need of HElP!!!!

I used to be able to go to Insert Clip-Art Office On-line and get lots of clip art for our church newsletter. Now, when I try to get clip art, I get advertising for MS Home and Office 2010. Have you taken away access to the 150,000 images you used to provide free? Do I now have to pay for clip art using MS Word? Please advise. How do I access the clip art I used to be able to get using Word? Thank you.
